How many volts does a 18650 battery last?

The batteries are 18650 and seem to last with no discharge at 4.1 volts. There are 5 in series making it about 20 volts. The spec says its an 18 volt unit. My problem is that the motor draws over 6 amps when running. It is now running for only about 1 minute. I am guessing the cells are now getting too old to use ??
